I was thinking the A and C are good options BUT i'm not too sure if without the power cable being plugged in IF it wud affect the IDE cable.

If you are using the two hard drives on the same cable, one should be set to Master and the other to Slave unless you are using the Cable select function. You should check the documentation for the correct jumper settings for your hard drive as they can vary from manufacturer to manufacturer. Using the Cable Select setting requires the use of a special cable.

b) The ribbon cable is installed backwards in the CD-ROM drive. - This would not result in the hard drives being unrecognizable, but it will prevent the CD-ROM from functioning.
