Ahh, you've touched on something here. I can appreciate all languages and frameworks for the strengths they bring to the table but where Microsoft REALLY shines is in the development environment they make available to programmers. Visual Studio and the Express line have really made it easy for anyone with even a passing interest in programming to get involved.
...that being said, I think ColdFusion is still the champion when it comes to ease of use and rapid development (somewhat less so than it once was though.)
Time saved usually comes down to skill of the programmer, requirements of the app and the amount of pre-built plugins used. that app looks like it was built from downloaded components. Maintenance time is also a factor programmers tend to forget. If it takes you 2 days to build a application and a a month to add features to it then its really a win-lose situation. Not to mention implementing nice user interface features.
