got in the same range when downloading though IE.

I spoke to a C&W employee and he expressed to me that C&W is only obligated to provide a minimum of 128kbps no matter what package you have...so if you ordered 512 and only getting 256...lol...then hush.

If thats the case i would'nt stick with 512k, id downgrade back to 128k untill them can give me closer to what i paying for.

Bandwidth is not guaranteed and is “best effort” to achieve these speeds. Actual speed depends on the number of persons sharing the bandwidth at the time in the given Exchange Area. Business packages will have Quality of Service on performance with a minimum effective bandwidth

With that said, if they giving out half of what you paying for, either a pricing agreement is made untill they can give better speeds, or they ensure that you get what you paying for .... if they cant do that then the best thing is downgrade.
