Nokia Lumia 520 Unable to access data

hi I unlock a ATT nokia lumia 520
wifi work ok making and receiving call ok just cannot access data setting, the person take it to digicel and she said they told her that a code is blocking the phone from the internet never heard of that before but they cant set the data setting

have anyone ever experience that problem its a ATT nokia lumia 520 factory unlock
