Its AT&T - the Lumia 521 is T-Mobile. You may have to just purchase the unlock code

Just look for a seller on e-bay the codes are usually $5-$9 there about waiting time 4-10 days. Unlock the device yourself won't cost you an arm and leg like what people charging.

as long as it doesnt start with a particular IMEI u should get back the code very quickly from an ebay seller......... make sure u read the description to see if your IMEI can be unlocked.

I used to be one of those sellers on eBay (http://www.ebay.com/usr/sr.unlocking), 100% positive feedback, offering unlock codes and official iPhone factory unlocking at very cheap prices, but they kicked me off their site because we're not supposed to be selling intangible items on there. I don't think it's long before they find and remove the other sellers.
