It depends on how you define edit. The JPG from a camera is the result of decisions the processing chip has made about what a scene should look like based on the camera settings, lens characteristics etc. When you shoot RAW, the unfiltered sensor data is processed by external software (Lightroom, CaptureOne, Darktable etc.) instead. Even if you never add a single customization, the default output from different RAW processors won't look the same. It gets even trickier when you consider many cameras are capable of creative modes like colour isolation and tilt-shift. Is that considered editing even though all the processing is done in-camera?
I used to struggle with this but the more I process RAW photos, the less concerned I am about it. I just think of it as getting the best possible picture from my camera's sensor. For example, the picture below compares the JPG from the camera vs one processed from the RAW file. With external processing it was possible to pull more detail from the clouds and buildings. There may be some creative license taken with the overall look of the image but there always is, be it from the camera or the user.
