    Its not about congestion.

There are many cable channels. it would be hard to claim a direct impact. Voice calling is voice calling

What is Viber and why should I use it?
Viber is a mobile application that allows you to make phone calls and send text messages to all other Viber users for free! Viber is available over WiFi or 3G. Our sound quality is much better than a regular call. Once you and your friends install Viber, you can use it to talk and message as much as you want. Talk, message, and talk and message some more - for free!* You can also call any number that doesn't have Viber at low rates using ViberOut.

    * When you use Viber on a 3G network you may be charged by your carrier
    What is ViberOut?
ViberOut lets Viber users from all over the world make calls at low rates from smartphones to landlines or mobile numbers, even when they are not Viber numbers. ViberOut is currently available on iPhone and Android devices, with support for other platforms coming soon.

Does it cost anything to use Viber?
Viber to Viber messages and calls are completely free.* You can also call any number that doesn't have Viber at low rates using ViberOut.
The problem was not with Viber to Viber calls, it was with ViberOut

after you pass the initial protocol header, how is the data being sent via ViberOut different from data being sent via YouTube or Facebook.com?

This is just rubbish. On one hand the telecoms are trying to force people to make phone to phone calls via the switching network as it generates more revenue being billed on a per minute basis but on the other hand you also PAY for data access to their network so they shouldn't wanna tell you which app/service ur "allowed" to use.

When you pay ur ISP for internet @ home they dont tell u that u cant use netflix, hulu, skype or viber or whatever voip or streaming service u choose to use bcuz you pay for the access to the data network which in turn allows you to access/utilise these services so thats exactly what you should get without exceptions

I guess it's because Digicel/Lime main business is centered around voice calling. But I still don't understand why there is still a comparison between VoIP and streaming web services. Just because digicel bought a cable company, they wouldn't block Netflix or Hulu because they don't offer new episodes of shows as they aired.

Here is someone who understands what they are paying LIME/Digicel for when it comes to internet access. What worse is that they had to reverse their decision in Trinidad & Tobago, what do they have that we don't?

That's all well and good, but still doesn't address the issue of a company in effective competition piggy-backing on their network. It would be like LIME and Digicel not paying each other to terminate on their respective networks. You could end up with a parasite situation where companies who pay nothing just latch on to a network and eat profits. eg. reselling cable without paying your cable company.

I dont think this case is unfair. Others maybe.

ISPs are spending less on their networks as they make more money off them

This article speaks about American ISPs but it is very likely Digicel and LIME are practising the same tatics

Digicel and to some extent Lime aren't ISP's, they're mobile phone network providers.

This conversation is confusing. Are we talking about straight VoIP calls or VoIP calls to the PSTN?
