This article says that there are techies who are mixed up in the scamming. They are the ones setting up the telecom infrastructure which supports the illegal activities, and even participating in it.

That is unfortunate. Shame on you bad techies.

it is, a fun "sport" is scam-baiting, Google it and learn more. It's fun to waste the scammers time and that really ticks them off.
