It's called a favicon (favourites icon).

How do I join the Eat, Drink and Sleep Techjamaica club?

Designing the prefect Favicon can be a bit tricky. I'd suggest that when designing a Favicon, you work with a canvas that is significantly larger but proportionate to 16x16px. This way it will be easy for you to tweak and add details.

this seems like a good tool as well, to create favicon's: http://www.favicon.cc/
Or this one to create a favicon from a picture. http://tools.dynamicdrive.com/favicon/
