Here is some info on what telent is: Telnet from Wikipedia.
As for how to use it, if you are running Windows you can type telnet [ipaddress] to connect to a machine that is accepting telnet connections.

ohhh. I think it has been replaces with ssh, or more people use ssh cause its more secure

Telnet is both a protocol and application used for remote access to machines and services. All data transmitted via telnet is sent over the network in clear text, thus an attacker could easily sniff user passwords.
Ssh(Secure Shell) is a recent secure protocol which encrypts communications between the client and server machines. Many system administrators no longer run telnet daemons, and have instead replaced them with the more recent and secure ssh service.

You should also remember that what is secure today, will be insecure tomorrow.
Admins need to use the latest version of these tools. Vulnerabilities were found in some earlier versions of ssh so admins were advised to upgrade to more recent versions.
Can you imagine using an earlier version and feeling secure? Only to find out that attackers were storing their files on your website?
