ppl will post enough to reach the classified just to know that they can post if they want to, building meaningful content is secondary

That is true....It is not hidden from members with a post count below 150. All he needs to do is LOG IN and he should see the Classifieds section. However he will not be able to post because of the 150 limit restriction which is obvious still.
