When you're outside of a domain environment, XP has some features missing. XP Home leaves you completely without the Group Policy Editor, while XP Pro lacks the ability to use the Group Policy Editor to selectively apply policies to specific users.
Well, that's about to change.
Doug's Windows XP Security Console allows you to assign various restrictions to specific users, whether you're running XP Pro or XP Home.

Let me add something to this post.... you can do this.. and more.. using the build policy editor in Windows... from 2000 up..
It can allow you to manage every thing from windows messenger to Application that support Policy editing to Password Complexity and Duration and so on...
Simple go to control panel -> Administrative Tool -> and open Group Policy....
However if you dont see this on you machine.. create your own management console...
just go to run and type "mmc" (witout the quote)
then from there go to file --> Add Snap In. and you can add wat you want... Group Policy is what allow you to manipulate these settings...
or use the gpedit.msc from the run command to use the precreated gp console.
In addition if you have Admin Rights over a network computer you can create the Snap of that machine.. and mess with its... Policy
