1 Designer and 1 programmer Full time staff... 1 contract Designer in house.

Common (Basic) Requirements
- Must have portfolio of work done, at least two items, personal website(s) will qualify.
- Knowledge of HTML,JavaScript, DHTML etc
- At least 1 years experience in the field
- Diploma in Computing field, Graphics or equivalent.
- Ability to interact well with both internal and external customers, technical and non-technical
- Good work ethic

Web Designer
- Good Design eye and with above average skill using Photoshop, Fireworks etc
- Comfortable with Dreamweaver or other WYSIWYG HTML editors
- Good written and analytical skills
- Experience working with popular Joomla, Wordpress, etc templates a plus
- Flash Design skills an asset but not required

Web Programmer
- Good knowledge of Proper Database Design and working with MYSQL
- Proven knowledge of programming in PHP
- Ability to efficiently install,configure and customise open source web applications/scripts
- Familiarity with Apache, Unix/Linux-like operating systems and commands
- Flash programming(ActionScript) skills an asset
- Knowledge of asp/asp.net, other programming languages, MSSQL and other databases an asset but not required

unfortunately, i dont think you will easily find a lot of cheap, skilled, and reliable resources in Jamaica. Have you tried outsourcing?
