    juba, lets say those 2 answers are cllose, B is 99 and C is 100, but the power user would be the one, they can modify userr account apart from the ones they create. 8)

    I wouldn't say one is more correct than the other because they both can do ALL of the following without any problem.

    1) Create Local User Accounts
    2) Change User Permissions
    3) Modify User Accounts that THEY have created
    4) Install and Run Application that are considered "Non System" Apps.

    If 3 was worded differently to say, "Modify ONLY the accounts they have created" then it would be a different situation.

    Even though the Administrator can do all thise things, the wording shows that the Admin wishes to restrict the user to not be able to do much more than the specific tasks.
