ok.. i dunno about the two scroll boot, but you can try it, i know for a fact that just the installion takes less time when you're using a SATA drive..
The fastest boot time you can get for windows is on your second and third startup with a sata drive, say that cause sata duh, and thats when its solely the os loading no config scripts. nothing wat so ever.. you can probly get a power to desktop in 30, aaybe 20 secs. my own used to take about 45 secs to one minute, that was on a p II at 400mhz w/ 192 ram running zonealarm.. .so based on your setup you should be able to acheive 30 seconds.
The SATA hdd now, you have two option, either slip stream the drivers into a win xp cd, or use a floppy drive, doubt you'll have one of those on hand.. it can be setup pretty easily, its an asus board...

o... slip streaming is basically taking a preexisting cd,as an image file, and modifying it to include new files, whether the files are literal files, full programs, or even drivers in your case. You wouldnt need the floppy after slipping in the files, cause everything would be on the cd..
If you dont intend to run the SATA drives in raid then you really shouldnt have to worry about getting them installed..
I'm gonna get a link with info and tools and post, on slipstreaming...
As a single drive, or multiple seperate drives, you should be able to treat it in the same way as an IDE drive... hope that helps...

I would recomend Nlite, its a nice GUI slip stream creator program
    http://www.nliteos.com/nlite.html

And Hail to the noob...first thing you should post though is how much money you ahve to spend. This way we can even suggest specific brands and models.

If I where you, I would first concentrate on teh Mother board...find the best out there, one that supports AMD 64bit 3400 and up, and has a Front side bus of over 1GHz.

From there you get the fastest memeory the board supports 1- 1.5 GB should do.

You would want to definately go with SATA hdd, even if its just for your OS, they come in various sizes get the smalest availble for your OS and use IDE for storage and to install yout applications on.

Interms of Graphics, hopefully the board you have a PCI express, these are now the best Graphics cards you can get nowadays, a 256 one should do.

DVD ROM/RW CDRWs those are totaly up to you, but I would recomend a dual layer burner (them getting more popular now)

If you have these type of specs you shouldn't ahve to over clock your system.

oo.. well i'm looking to newegg, if in final you mean, they arent gonna change again, then the answers no... in about a month you'll have most of the parts you're now seeing on there, drop..about how much are you looking to spend, and what socket cpu are you looking at. The athlon, is it 939, am2, or 754?

I have to say tho, i'm a bit biased towards newegg.. d805, 1gb 667 ram, asus mobo, and x1600pro, a little over 300$ shipped... my little secret...
