    The answer is protected mode... Windows 95 attempts to function as a 32 bit operating system ontop of DOS 7.0 which is at best a 8 bit OS with 16 Bit extensions (himem.sys)... either way in order for a classic x86 CPU to run anything above 1meg of RAM it has to run in protected mode.

    simply put protected mode allows the CPU acess large RAM and Windows 95 needs large RAM ( > 4 Meg )
