Some network cards have a wake on lan function or modems have a wake on ring. i have never used it but it might be worth checking out.

I know of a software called ALarm Master, couple of my frens tried it and they said it works. I have never tried it cuz my system is always on .
the power outage part is easy if you have a newish mobo, just enable it in the bios.
i use and AMD progrom named magic packet to turn computers on my home network
my msi mobo comes with a program that i can use to set start-up and shut down times for my comp but i haven't tried it to see if the start up auto part works.

Here are a few Tools you may want to try.. The AMD magic packet is among that list.

Some of the newer Dells come with a wake up feature in the BIOS. This will turn the computer on at a specific time of the day.
There are two ways I know of to do this. One (as ramesh mentioned) is to do it in your bios, this is how I do it on my Dell Dimension, it's really easy. Another way is that you can go in scheduled tasks create a task then in the options check the "Wake computer to perform this task" box. I've only tried the later when the computer was in standby so I'm not too sure if it works for a cold boot.
