XG-PON, which stands for "10Gbps Passive Optical Network" creates a new era in Ultra-Broadband speeds never before seen in the Caribbean region. With the test conducted in Digicel's lab in downtown Kingston using Digicel's new fibre to the home network, these speeds bring Jamaica in line with global leaders like Korea and Singapore in terms of broadband speeds.

Not sure why you say thats funny, they are technically correct. Just that places like Korea and Japan have way cheaper Internet but the speed is about right.

The question to be asked is will these speeds ever be available to us consumers. ..also can someone tell me whether digice 100 Mbps has a fair usage policy? If yes where is the link to it or what is it. I am wondering whether to get that and just stream via one of those TV sticks or streaming devices

Being a small country should make things much easier to setup better infrastructure.

So no... Jamaica is not right up there with the best of the best. Or even close.
