The only fibre leaving Jamaica is owned CWC (which trades as Flow). The article referenced refers to their fibre network in the Eastern Caribbean.
I'm curious about their service as you all are. I've been having flow issues, actually been without Internet for a week thanks to their shi**y technician schedule. Reliability is a big concern as you can imagine. Flow sucks when dem ready but I'd say they are up at least 98% of the time (though the 2% is usually at the most inopportune time, like when I was trying to order my nexus 6P launch day...well launch second would be a more accurate description lol). It wouldn't make sense switching to a service no matter how fast if it's unreliable.

Think about Flow's rollout and how long that took (or is taking) with a mix of fibre and regular coax, then imagine that with just straight fibre which is more difficult and expensive. I know Telstar didn't have an all island license but perhaps one was obtained.
