Yes I have one. Use it mainly to buy things online, where they don't support directly using paypal to pay. It's a mastercard and the funds are taken from my paypal account.
Never really use it to withdraw cash from an ATM but it says I could.
I'm a Jamaican, does that help?

So am I to understand this Paypal debit card is the solution to the problem we locals had w/ getting our money (in Cash) out of our Paypal account, NO more need for Pioneer or any other 3rd party run-around method of getting cash from our Paypal account?

Basically - as long as they willing to give international users access to it, then it would help relieve the pressure. Please note that there is a withdrawal fee associated with PayPal + whatever fees the ATM owner charges.

Where in Jamaica when you applied and did you use a Jamaican address?
I have been burned too many times by these sign up pages leaving out Jamaica. It is very disheartening to try and sign up for a service online and only see Japan and Jordan as the only 2 countries starting with "J".

The Paypal card is NOT available to Jamaicans.
I have been using Payoneer for months and it WORKS.
My Payoneer account is linked to Paypal and I get my money transfered to my Payoneer account and withdraw from ATM's here in Jamaica.
Payoneer charges US $3.15 for every cash withdrawal. I would recommend using NCB ATMs, they charge only an additional JA $60 (this is what I was told and I have some
what confirmed it) using BNS ATMs will cost something like an additional JA$400.
