Mitigation of DDOS attack is easy, however expensive. Why Ruby on Rails? It's a tool, like any other language and like any other language we can find pros and cons for each. If I were to try and justify using it, from my own experience I would say it's good for rapid prototyping, it's flexible, the use or re-use of code from other developers and it has been good with keeping up with web trends and standards.
