Can a Wifi only ipad use voice calling apps?

Could some one please tell me if a wifi Only iPad (the one that doesn't use a sim card); Can an iPad like this use voice calling apps like skype or textnow+voice? I would love to purchase a wifi only ipad 3 but i would first like to know if they support such apps as i rely greatly on them.

Skype works on the wifi-only iPad AFAIK. The advantage of having a 3G version is being able to have your internet on the go.
