I was low on funds on my card I've used with my steam purchases like forever and I decided to use my other card to add funds to my steam wallet, a feature I haven't used before tonight so I can buy cards that I'm currently missing, and buy some games only to be notified that because I changed my payment method, I'm barred from using my Steam Wallet until next week?
(The 22nd? Really?) I'm extremely disgruntled. Why is there not a notification somewhere stating that if I change my payment method, would not have access to the Steam Market?
If there is one, please point me to it as I must have missed it. Had I seen it, I would have gladly waited until daylight to run to the bank and put money on my old card.
I find it weird that you hold the funds to my Steam Wallet yet accept payments for games made from the very same card I added funds to my Steam Wallet from in the first place.
This has left a very sour taste in my mouth and I'm seriously displeased to say the least. Now it seems I'll miss out on the rest of the event.

Hello Ryukaze,
Thank you for contacting Steam Support.
Only items and games that are purchased with trusted payment methods can be traded immediately; otherwise there is a 7 day cool down before they can be traded.
The Steam Community Market will also be unavailable during the cooldown.
Any payment method that has been used on the account more than 7 days ago is considered trusted.
You may gift games during this cooldown period.
For more information about gifts and guest passes please see the following article:

Thanks for responding but shouldn't there have been a notice somewhere that notifies users of this stipulation and not after the damage has been done?
Gifting right now serves me no purpose as far as the Steam Summer Sale and my Steam Wallet is concerned.
I cannot get cards (or for that matter, games) that I want by gifting. Everything that you just told me awhile ago should included in the TOS, I'm sure that would cut down and some of the back and forth emails and frustration that your users are experiencing right now.
Also, this thing about "Any payment method that has been used on the account more than 7 days ago is considered trusted." is true only for purchases you want to make with the Steam Wallet after adding funds and false for games purchased.
After I found out I could no longer use the market, I still was able to go ahead and purchase Grand Theft Auto Vice City for $4.99 with card ending 4748.
In any case, I guess I'll just have to put up with it for now, but please see if you can arrange for the TOS to be updated and reflect this.
With this promotion, the Market is a key resource and to be unable to use it and not know why until afterwards is just not cool. - R Wolfe
