Not necessarily - but for any job position it's a known thing that locally you don't get paid for what you know, what certs you have or your years of experience. Also it's possible that the persons here may have passed older/newer tests or may not have all that you've specified. If you put what the job functions would entail then persons that have experience in the field (maybe without the certs) could get in touch with you. Then there's the salary part of it - if it's not much better than what most people have now - with or without benefits - then it's going to be more of a lateral shift and may not be worth it. For a breakdown for the lazy people here it is.

Exam 70-246: Monitoring and Operating a Private Cloud with System Center 2012
Exam 70-247: Configuring and Deploying a Private Cloud with System Center 2012
Exam 70-659: TS: Windows Server 2008 R2, Server Virtualization
Exam 70-669: TS: Windows Server 2008 R2, Desktop Virtualization
Exam 70-693: Pro: Windows Server 2008 R2, Virtualization Administrator

So what it looks like to me is that you need someone who knows about cloud computing and virtualization. Specifically with Windows Server 2008. I have no experience with Server 2008 - I have experience with Server 2000 and 2003. I have no certification with either so I can't help you there. Sorry.
Knowing the solution doesn't mean knowing the method. Yet answering correctly and regurgitation are considered "learning" and "knowledge".
