Ok since i consider myself a connoisseur of smartphones, i live for specs and prices and then daydream about owning them since I cant actually afford anything I'd actually want right now. The best value for money especially with android is an issue when you have a tight budget like the one you now have. The best phone I can honestly see you purchasing for that price range would be a Sony Xperia Mini (st15a) on amazon it usually sells for 140-150USD. Don't get that one, you will have problems running apps with such a slow processor, you should be looking for 1ghz single core minimum and up. A decent phone that will definitely run apps, 3d games and all that stuff would be the Xperia U, its a lil out of you price range but its got the most bang for buck in my opinion on the market today.
Why wouldn't I go with these no brand phones such as the one you posted, lack of software updates, build quality issues, clunky software overlays, no support from the developer community. Get a decent phone with a well known brand, you could get a cheap droid with seemingly okay specs and then see how it goes for you but trust someone who has taken that road, at the end of the day they aren't worth the money you will spend on them.
You might wonder why I only listed sony phones, well its simply because they are trying their best to corner the low end droid market and they have the best offerings in my opinion, A samsung galaxy ace is another good phone though with support for local 3g bands. Most low end devices from htc and samsung however dont support the 3g bands out here at least in ur price range. MobileCityOnline is another decent site to buy, just checked out amazon, the prices have gone sky high since i last checked them out apparently
