Yup, well technically that statement was not made by the Government but by Wayne Chen who heads the Jamaica Employment Federation. But the reality is very few companies in Jamaica want those type of certs. the reality is virtually every IT department i have seen is understaffed, apparently there is this notion that all IT persons do is sit in the server room and play games and so calls for more resources (especially personnel) always fall on deaf ears. As a result companies have one employee doing everything so you will find persons doing Network design and architecture without the CCNP cert and not many companies are willing to send their employees to be certified. Their philosophy is "if you already have the skills needed why get certified"?

All exam certs are in demand in jamaica but dont expect to get paid the usd equivalent..IT techs will forever be treated like auxillary staff where ever you go in jamaica...just my two cents
