I had the missing cam icon issue a couple weeks ago when I changed my ROM. But I noticed I could still access the camera from the lock screen shortcut, so I thought the launcher was the problem, and it was. A quick switch from GO Launcher to Apex proved it. Clearing GO Launcher's settings (which I'd brought over from the prev ROM) fixed the issue.

Sigh.
1. I got the phone with Digicel's Gingerbread 2.3.6 (runs like a champ but lacks new features)
2. I plugged it into kies one night and it said... update to ICS 4.0.4 ready... and I let it run.
3. I let it run because this version of ICS is the most recent on an international level.
4. The modem is tuned to the Latin American region and from testing so far runs excellently.
Listen: The digicel branding is really limited to a fancy wallpaper, digicel boot logo and a coded kernel + modem combo.
The system is still purely an International ROM tuned/marked for the Latin American region.
As for experience ... Some modems + kernel combos don't run well out here ... this one runs like a champ.
And the battery life ... for some reason ... has improved markedly.
Going from 16 Hours to 18 hours a day.
Just to note:
The Galaxy S2 and S3 that Digicel sells are purely international units.
The S2 has the most recent eMMC firmware / mainboard (no brick bug)
