    No...

A custom rom is the operating system. A kernel is drivers.

Like when I install a custom sometimes it requires a kernel for my bluetooth to work.

There is no real "best kernel" in the typical layman use of the phrase.

Speedmod, NEAK, Siyah, Pehnominal, Dorimanx... all have plus and minus to them depending on what you are doing (a combination of needs and wants)

When dealing with roms There exists a combination of 3 components

    1. ROM
    2. Kernel
    3. Modem

When you flash a ROM the developer of that rom gives you all 3 components that they feel will give you good performance.

You can take it a step further and flash a different Kernel or Modem ... to find that extra performance you want.

Most people flash only Kernels... but modem files can be crucial as well.

Now Depending on your ROM you will have to browse around looking for a kernel +ROM comobo that will run your ROM (for example not all kernels are made to run MiUI.. or run it well)

Many people, including myself, like Siyah Kernels... (you can dual boot with it) but right now I am running stock so I wont be of much help beyond this.

I'm all for Siyah and Neak I gets lots of performance options with these two kernels. Plus I find them to be the most compatible with the roms I flash. But what Gillion said is on point. If you are a newbie to flashing kernels I would suggest that you stick to flashing roms. Do some research on which kernels works best with the rom you are using or intending to use, then you can experiment with flashing that kernel. Always do a nandroid backup before you do anything else. In the event that something goes wrong you can always restore your phone to a working state.
