be advised that paypal has THOUSANDS of scammers so be careful

I for one don't see how its possible to be scammed on paypal. They use credit cards and bank accounts to do their payments and if the buyer has insufficient funds on either, the transaction will not go through.. thus reducing the scammer/scammee possibility

If you are in the states you can apply in the bank and get the account there... or if you have someone there have them open the account add you to the account.
If you try to apply online at least at bank of america you will need a SSN. Other banks maybe more loose on wat they need,

I have a prepaid master card from Payoneer.com. I contacted them and told them i needed a virtual bank account to be linked to the card they provided so i may go ahead and use my paypal account to load my card. They'll request some information from you as verification and set you right up. Its not called a Virtual Bank Account anymore tho.. i thinks its now called the US Payment Service or something to that effect

the list is too long
as long as one is careful and only deal with legit sites you gonna be fine

you can be scammed if you're the one paying the money but not the one receiving.. that much i know
