Which ISP are you using? Which OS? Which browser? Did you try the full instructions and using Google DNS? Did you try one of the free web proxies?
Knowing the solution doesn't mean knowing the method. Yet answering correctly and regurgitation are considered "learning" and "knowledge".

Flow wireless, Windows 7, firefox and i tried all the proxies, none didn't work. As for the DNS tried but seems kinda complicated , so I left it. Didn't wanna mess anything up.

    Windows 7. Wireless.

    1. Click on your wireless icon in the taskbar.
    2. Click on OPEN NETWORK AND SHARING CENTER.
    3. Click on CHANGE ADAPTER SETTINGS.
    4. Right-click on the wifi adapter and go to PROPERTIES.
    5. Double-click on the IP4 setting in the list.
    6. Change the DNS from AUTOMATIC to 8.8.8.8 and 8.8.4.4.

In any case - tested from my FLOW connection at home and the site is now up and working. As for the web proxies - you most likely did not put in the full address into the box -> http://www.wheelsjamaicahost.com/wheels_forum/index.php <- the FULL ADDRESS and not just the wheelsjamaica or wheelsjamaicahost address.

It should not have any negative effects. If you like you can change it back tomorrow when the site should be back up - if it isn't already. It's working for me and for GPRS above, so it should be working for you.
