Its possible that they are changing out everyone's card to the visa debit since most forward thinking countries already issue themas the standard card

I'm not against change, and its a known fact that most foward thinking countries already issuing these kinds of debit cards. However in my opinion you can't just drop it on the population like that. I think it should be optional for now, you should apply for it if you are over 18 and want it, then after a year or so with public educational campains, then you make it standard when issuing debit cards. Now imagine a Jamaican high school student with a visa debit card; certainly it will be used online alot. Now this child has access to pay-per-view sites, pornography, etc.

I just hope they incorporate with paypal so we can deposit money we earn through paypal onto the card, and then hopefully we can withdraw that money through the ATM

Deposit money on the card, doubt thats ever going to happen through paypal. Until jamaica's ach system it up to scratch and paypal's interest in it, we here in Jamaica will never be able to make an ach bank deposit to our local bank account. On that note, I think there should be a caribbean ach network that all the banks in the caribbean use. Something similar to whats in europe. Then companies such as paypal would take interest in such an ach network and possibly support it on their site. Jamaica is just too small and few users that use paypal for them to make that kind of investment.

It's been a while that this was in the pipeline. And yes - all persons will get Visa Debit. All of the old cards are going to be obsolete. This helps all persons with a Scotia account to buy things online - no more credit card hassle. It will also help curb the appetite of some people that beg you to buy things and don't have the cash up-front. Tell them to lodge it to their own account or yours if they don't have a Scotia/FCIB account.
Knowing the solution doesn't mean knowing the method. Yet answering correctly and regurgitation are considered "learning" and "knowledge".
