Problem with Motorola A1200

My A1200 cant turn on. When i plug it into charger and try to turn it on, the screen just flashes once and then nothing. I tried changing the battery but nothing. I have been told that it needs to be flashed. I appreciate any feedback.

well u can carry it to me let us to a check for u and if its the flash it needs we do it there and then 8199093
