nokia 6280 does not work on digicel plz help

my friend got a brand new unlocked nokia 6280 from india apparently when he puts a digicel sim it shows the digicel network but he cannot make or recieve calls on it ( very weird i know) at the same time when he puts a cable and wireless sim it catches the network and makes and recieves calls please help to fix this problem it is a 900/1800/1900 band phone

ive heard many cases of this happening with phones after being unlocked it cud be needing a flash or is a temporary unlock given to it
