photoshop is not the ideal application for that type of work (desktop publishing)
You really want something like
Illustrator, Corel Draw or maybe Quark
You can also find templates for OpenOffice.org and MS Word

Pigeon is right on this...
Quark is best for this.. followed by Corel (in my estimation) then illustrator and freehand.. BUT becuase it can be done in PSHOP.. i'll show you how.. ;D

k... there are a couple ways o doing this.. but it down comes to getting ruler and measuring your stuff.
here's what I suggest:
1 - get already done copies of the stuff u want to template ( a cd booklet, a sheet of the cd label paper, etc.)
2 - open a generic doc (letter or legal) with a transparent bg at anywhere between 72 and 300 ppi... I prefer CYMK for docs that are gonna go to the printers (easier color separation)
3 - layout out your guides according to the measurements you've taken and called it whateveritis-template.psd**
4 - whenever u use it just make sure to save as
** i suggest using the shape tool to actaully begin drawing in the layout of what you'll be printing in.. especiall in the case of cd labels **
of note: when you print on already cut cd paper the reason you tend to get some kinda software with your labelling kit is because you're gonna need to line up your presentation, if you didn't get that software then you need to use rulers .. ;)
the other way is to go to the adobe studio exchange and see if there are anyu templats there that fit your desire - i got most of what you asked for there ;D
